Biography

Captain Evans has established himself as a prominent figure in the field of law enforcement, with a wealth of experience and expertise gained over his 26-year career with the Sumter Police Department. Currently serving as the Special Operations Commander (Executive Staff), he plays a pivotal role in overseeing crucial functions such as training, research and development, tactical operations, fleet and facility services. Captain Evans' diverse background includes roles in patrol, Community Oriented Policing (COP), traffic enforcement, recruitment, training, and as a line supervisor/traffic supervisor, and Support Services Commander. Additionally, he has been a board member of the South Carolina Law Enforcement Officers Association since 2017, further showcasing his commitment to the law enforcement community.

In the academic realm, Dr. Evans has achieved significant milestones, including a Bachelor of Arts in Criminology from Saint Leo University in 2004, a Master of Science in Criminal Justice from Troy University in 2006, and a Ph.D. in Criminal Justice with high distinction from Liberty University in 2023. His dedication to education extends beyond his law enforcement career, as he serves as a criminal justice adjunct faculty at the University of South Carolina Sumter and teaches graduate and undergraduate courses at Florida International University. Dr. Evans' specialized certifications as a Certified Force Analyst and Advance Force Specialist with the Force Science Institute underscore his dedication to excellence in law enforcement practices.

Dr. Evans' research interests span a wide range of critical topics, including the use of force, critical stress, human performance factors, community relations in law enforcement, and leadership. He is an active member of various professional organizations such as the Association of Force Investigators, The National Society of Leadership and Success, International Law Enforcement Educators and Trainers Association, Delta Epsilon Sigma – National Scholastic Honor Society, Alpha Phi Sigma – National Criminal Justice Honor Society, and the Academy of Criminal Justice Sciences. Through his extensive contributions to both law enforcement practice and academia, Dr. Evans continues to make a significant impact in the field and uphold the highest standards of professionalism and scholarship.
