Biography

Liz Barnand is a seasoned Human Resources leader with more than 30 years of experience. She retired from the City of Shawnee, Kans., as the Human Resources Director and has been working as an independent HR consultant since 2024.

Throughout her municipal government career, she was a driving force behind strategic planning, leadership development, employee relations, and the creation and implementation of policies and procedures that strengthen organizational culture and performance. Liz’s expertise also includes designing and delivering training programs, overseeing employee benefits, and guiding leaders through complex personnel matters with clarity and integrity.
In addition to her public-sector leadership, Liz has contributed to higher education as an adjunct professor for both the University of Kansas and Baker University, where she has shared her practical knowledge and passion for developing future HR professionals.


Liz holds a bachelor's degree from Iowa State University and a graduate degree from the University of Kansas. She has earned the Senior Professional in Human Resources (SPHR) and SHRM Senior Certified Professional (SHRM SCP) credentials, reflecting her commitment to excellence and continued growth in the HR field.
